As Alexandria residents, we are calling on our city's Human Rights Commission and our City Council to pass the following Ceasefire Resolution, calling for a full ceasefire in Gaza and release of all hostages in Palestine. Each day that passes brings unprecedented destruction to Gaza, with the Israeli military killing tens of thousands of Palestinians including children, and endangering the lives of the Israeli hostages.
Our city holds a unique position as a human rights leader in our state, as a neighbor to D.C., and the home of congressional and Biden administration staff. We are even home to Senator Mark Warner.
We want our city to hold true to the proclamation that we are a Hate-Free Zone, and to stand up for our shared values of peace, following international law, and human rights for all.

The resolution says:
WHEREAS, all human life is precious, and the targeting of civilians, no matter their faith or ethnicity, is a violation of international humanitarian law;
WHEREAS, we condemn the tragic loss of Israeli life on October 7, and we also denounce the indiscriminate retaliation by the state of Israel, enacting collective punishment on the people of Gaza; and
WHEREAS, Alexandria is a Hate-Free Zone that celebrates all of our residents, including our Arab, Jewish, Muslim, and Palestinian residents;
WHEREAS, it is our duty to address and combat prejudice, hate, and discrimination in all its forms and to understand that global events have local ramifications; and
WHEREAS, on October 26th, the United Nations General Assembly, in a near unanimous vote, called for an immediate and sustained humanitarian ceasefire and hostage release; and
WHEREAS, hundreds of thousands of lives are at imminent risk if a ceasefire is not achieved, and humanitarian aid is not delivered without delay; and
WHEREAS, the City of Alexandria said “never again” in 2006 regarding the genocide in Sudan, and the City condemned the silence of government officials and communities that previously allowed genocides to occur; and
WHEREAS, the Federal Government holds immense diplomatic and appropriations powers to save Palestinian and Israeli lives;
WHEREAS, the City of Alexandria recognizes that we are home to a number of Biden Administration and Congressional staff who have influence over major policy decisions;
NOW, THEREFORE, BE IT RESOLVED, that the Human Rights Commission of the City of Alexandria calls upon our City Council and US Congressional delegation, both in the Senate and House of Representatives, to join us in –
1) urging the Biden administration to immediately call for and facilitate de-escalation, a ceasefire, and release of all hostages on all sides to urgently end the current violence; and
2) calling upon the Biden administration to promptly send and facilitate the entry of humanitarian assistance -at the scale needed- into Gaza.
BE IT FURTHER RESOLVED, the City of Alexandria supports all of its residents and condemns all forms of racism, bigotry, and discrimination.
BE IT FURTHER RESOLVED that copies of this resolution be quickly forwarded to the President of the United States and our Congressional Delegation.

Nosotros, residentes de Alexandria, apelamos a la Comisión de los Derechos Humanos y el Concejo Deliberante de la Ciudad para que aprueben la siguiente resolución exigiendo un cese del fuego en Gaza y la liberación de los rehenes en Palestina. Insistimos en cumplir con la proclama que Alexandria es “una zona libre de odio,” y defendemos nuestros valores de paz, el respeto a las leyes internacionales y los derechos humanos universales.

La resolución dice:
EN VISTA QUE, todas las vidas humanas son valiosas y que el ataque contra la población civil en una guerra constituye una violación a las leyes internacionales humanitarias, sin importar la religion o la identidad etnica de las victimas:
POR LO TANTO condenamos la trágica pérdida de vidas israelíes el 7 de octubre, y también denunciamos la campaña de represalia indiscriminada del estado de Israel que impone un castigo colectivo a la población de Gaza; además
EN VIRTUD DE QUE, Alexandria se ha proclamado una “zona libre de odio” que celebra la existencia de todos sus residentes incluyendo árabes, judíos, musulmanes y palestinos;
POR LO TANTO, es nuestro deber enfrentar y combatir el prejuicio, el odio y la discriminación en todas sus formas entendiendo que los eventos internacionales tienen también impacto a nivel local; y
TENIENDO EN CUENTA QUE el 26 de octubre la asamblea general de Las Naciones Unidas en un voto casi unánime hizo un llamado al cese del fuego humanitario y la liberación de los rehenes; y
EN VISTA DE QUE, cientos de miles de vidas están en inminente peligro si no se llega a un cese del fuego inmediato y si no se brinda ayuda humanitaria sin demora; y
ADEMAS TENIENDO EN CUENTA QUE la Ciudad de Alexandria proclamó el “nunca más” en 2006 con respecto al genocidio en Sudán y condenó el silencio de oficiales del gobierno y comunidades que previamente habían permitido los genocidios;
CONSIDERANDO que el gobierno federal cuenta con una inmensa capacidad diplomática y financiera para salvar vidas palestinas e israelíes;
RECONOCIENDO QUE la Ciudad de Alexandria es el lugar de residencia de numerosos empleados de la administración de Biden y del congreso con influencia sobre grandes decisiones políticas;
SE RESUELVE AHORA POR LO TANTO que La Comisión de los Derechos Humanos de la Ciudad de Alexandria apele al Consejo Deliberante de la Ciudad, a nuestros Senadores y a nuestros Representantes en el Congreso que se unan a nosotros en -
1- exigir a la administración de Biden que haga un llamado para y facilite la disminución de hostilidades, el cese de fuego y la liberación de todos los rehenes de ambos lados para terminar inmediatamente con la violencia actual; y
2- apelamos a la administración de Biden para que envíe urgentemente, y que además facilite la entrada a Gaza, de asistencia humanitaria en la medida demandada por las circunstancias.
ASIMISMO SE RESUELVE que la Ciudad de Alexandria reitere su apoyo a todos sus residentes condenando todo tipo de racismo, fanatismo y discriminación.
FINALMENTE SE RESUELVE que copias de esta resolución se envíen en forma expeditiva al presidente de los Estados Unidos y a los miembros de Virginia en el Congreso.
